ARTICLES OF INCORPORATION 

ARTICLE I

ORGANIZATION AND PURPOSE

 

SECTION 1 ‑ NAME

 The full name of the organization shall be The Northern Virginia Youth Football League Inc.‑ Prince William\Manassas and referred to herein as NVYFL‑PWM.

  

SECTION 2 ‑ ASSOCIATION

  

The NVYFL‑PWM shall be comprised of traveling Football and Cheerleaders Teams competing in the Virginia American Youth Football Association (VAYFA) from the communities of Manassas City, Manassas Park and Western Prince Williams County. The VAYFA  is based in Stafford, Virginia. All rules and bylaws of the VAYFA will apply to the NVYFL‑PWM outside of these bylaws.

  

NVYFL‑PWM is a subordinate member of American Youth Football . The Internal Revenue Service classifies AYF, and NVYFL‑PWM as a 501‑(3) nonprofit organization, granting Federal Group Tax Exemption statue to the organizations. The Organization is comprised of all volunteers and operates on residential property located at 12281 Tulane Falls Drive, Bristow, Virginia. The Prince William County of Parks, Recreation and County Schools, manages the fields used by NVYFL‑PWM and their guidelines shall be adhered to as set forth in their policy manual.

  

SECTIONS 3 ‑ PURPOSE MISSION AND GOALS

 

 The Mission of NVYFL‑PWM is fostering and developing well‑rounded children with fundamentals of cheerleading and football. We have the perspective that academics and athletics works together to teach all youth self‑discipline, teamwork concentration, friendship leadership and good sportsmanship. Our goal is to inspire youth, regardless of race, creed or national origin, to practice the ideals of sportsmanship, scholarship and physical well being of the players. Having our mission and goals in mind, the NVYFL-PWM seeks contributions that allows us to economically provide children an opportunity to participate in an organized and supervised environment with emphasis on involvement and safety.

  

SECTION 4 ‑ CLUBS LOGO/COLORS/UNIFORMS

 

                          The NVYFL-PWM logos as approved by the league officers will include the official VAYFA insignia and text. These logos shall be appropriately displayed on uniforms and apparel at the discretion of the board of directors. All Youth participates are required to play in the board approved equipment and apparel. The standardized uniforms will consist of the club colors as determined by the NVYFL‑PWM before the beginning of the seasons. Also, all participates shall be provided essential equipment/ apparel with any excluded items noted in writing during the official registration periods.

  

ARTICLE II 

BOARD OF DIRECTORS

  

SECTION 1 ‑ OPERATING COMMITTEE AND OFFICERS

  

The operating committee shall consist of three officials of the NVYFL‑PWM; the Head of Football Operations, the Director of Football Operations, and the Coordinator of Football Operations. To be nominated for Operating Committee position, you must be a Board member for three consecutive years. To be nominated for an office position, you must be active in the league two consecutive years. The operating committee and officers (Secretary, Treasurer, Scholastic Coordinator, Field Monitor, Public Information, First Aid/CPR Coordinator, Field Coordinator, Concession Coordinator, Cheerleading Coordinator, Player Development and the Equipment Coordinator Secretary shall be voted on every two years (2006, 2008, etc).  Selection of officers is strictly on volunteer basis and must be affiliated with the league. Any person seeking eligibility for leadership roles or voting rights must be actively involved in the activities of this league.

  

ARTICLE III

 DUTIES AND RESPONSIBILITIES

  

SECTION 1 ‑ HEAD OF FOOTBALL OPERATIONS

 

              The Head of Football Operations shall be Chief Administrative Officer for the NVYFL‑ PWM. The Head of Football Operations shall name a registered agency for the Association. He/She shall preside at all meetings and may appoint representatives to act as Chief Points of Contact for essential information that comes from the (VAYFA).  The Head of Football Operations will help prepare annual budgets, has check signing authority and may give banking privileges to the secretary. The Head of Football Operations must attend important county meetings important to our program and communicates with the county parks, recreations, and superintendent of schools, concerning all athletic operations. Also he/she shall oversee the daily operation of the secretary, concession coordinator, and field and cheerleader coordinator with their assistants.

  

SECTION 2 -DIRECTOR OF FOOTBALL OPERATIONS

 

The Director of Football Operations shall assume the responsibility of the Head of Football Operation in his/her absence and will be the second point of contact for information from the VAYFA. The Director shall preside over the assets (equipment, property, etc.) of the Association. He will work synonymously with the Coordinator of Football Operations to process budget requests, procurement and purchasing of all sporting apparel and equipment for the football divisions. Also the Directors duties include overseeing the treasurer, scholastic coordinator, equipment coordinator First Aid/ CPR Coordinator and the coaches committee.

 

SECTION 3 ‑ COORDINATOR OF FOOTBALL OPERATIONS

 

The Coordinator of Football Operations shall work synonymously with the Director of Football Operations to develop a budget, which is presented to the Operations Committee for approval annually. He/ she shall be accountable for prioritizing budget requests and arranges the procurement of all athletic needs of the Association In addition, Coordinator of Football Operations shall oversee the Flag Football Division or assist in its management if requested by the Head of Operations. Also the Coordinator shall oversee the field monitor coordinator, their assistants and public information coordinator.

 

 

ARTICLE IV 

ADMINISTRATIVE COMMITTEE

  

SECTION I ‑ SECRETARY

 

The Secretary shall record all proceedings of the operating, administrative, and coaches committees meetings of the NVYFL‑PWM. He/She shall serve as the chairperson of the registration committee. The secretary will provide the legal recording of minutes from previous meetings for committee's approval and maintain all essential documents for the management of the program. Also, if needed the secretary may be granted banking privileges and the role of financial secretary by the Head of Football Operations at any time.

  

SECTION 2 ‑ TREASURER

  

The Treasurer shall be the overseer of the finances for the Association. He/She shall maintain full and complete records of all the financial transactions of income and expenses for an annual December audit. The Treasurer must provide the secretary with financial data in advance for weekly reports. Also the Treasurer is accountable for all monetary affairs, which are approved by the Operating Committee. This will include co‑signing checks, paying expenses, distributing funds for activities and purchases.

 

 

SECTION 3 ‑ SCHOLASTIC COORDINATOR

 

The Scholastic Coordinator shall oversee the collection and distribution of all scholastic information required on all NVYFL‑PWM records necessary to insure the eligibility of each player. The Scholastic Coordinator shall work closely with the coaches committee, Scholastic Coordinator of Northern Virginia, player parents,  Virginia American Youth Football Scholarship Award Committee/ and the appropriate school districts. The Scholastic Coordinator is responsible for all player scholastic eligibility records.

  

SECTION 4 ‑ FIELD COORDINATOR

 

The Field Coordinator shall be responsible for the field set up for flag games and games throughout the tackle season. Also shall be responsible for any NVYFL-PWM field equipment used during the time of these activities.

                                                          

SECTION 5 ‑ PUBLIC INFORMATION COORDINATOR

 

The Public Information Coordinator shall be responsible for promoting all approved activities of the Association in the local media. This includes registration, game reporting and putting information on our website. Also keep records of the history of the league. 

 

SECTION 6 ‑ CONCESSION COORDINATOR

 

The Concession Coordinator shall work the Snack Bar for all Flag and Tackle Home Games. The Coordinator shall appoint (2) two assistants to help with concession during the NVYFL‑PWM games. Also will be in direct contact with the Head of Football Operations; and keep a record of all receipts, files and submit a weekly report.

 

SECTION 7 ‑ CHEERLEADING COORDINATOR

 

The Cheerleading Coordinator shall be the administrator of the cheerleading program. He/ She shall preside at all administrative meetings and is appointed by the Head of Football Operations as chief point of contact for cheerleader information that comes from the VAYFA. The Cheerleading Coordinator will assist the Director of Football Operations in preparing an annual budget. He/She works synonymously with the Director of Football Operations. Shall be responsible for registering any persons interested in cheering for the league and provide updated roster of all squad members.

 

SECTION 8 ‑ EQUIPMENT COORDINATOR

 

The Equipment Coordinator shall present all purchases to committee for approval, shall submit bid on equipment and supplies where feasible, and report directly to Director of Football Operations. The Equipment Coordinator shall also take inventory of all league equipment by December 31 of each year and make recommendations regarding supplementing and replacing equipment. Two persons with equal responsibilities and duties may fill the Equipment Coordinator.

 

SECTION 9 – FIELD MONITOR

 

The Field Coordinator shall designate two persons from each team to monitor the 10-play sheet and one to be a spotter. The 10 play sheet shall be turn in to the league after each game. NOTE: The 10 play sheet is mandatory for each game.

 

SECTION 10 – FIRST AID/CPR COORDINATOR

 

The First Aid/CPR Coordinator shall be responsible for scheduling certifications for every committee member and coach’s staffs involved in the Virginia American Youth Football tackle football league.

 

SECTION 11 – DIRECTOR OF PLAYER DEVELOPMENT

 

The Director of Player Development shall oversee fundamental camps and clinics for the League. He/She shall communicate with local high schools in building a relationship in better understanding of the needs of the community and surrounding area.

 

ARTICLE V

 COACHES

 

SECTION I ‑ APPROVAL OF COACHES

 

Coaching is a volunteer position with the NVYFL‑PWM. A coach shall dedicate his/her time to promote and assist in developing a football team or cheering squad. These persons must be willing to accept the responsibilities of a coach as set forth by the NVYFL‑PWM, which includes all aspects of developing a team/ squad of children. A prospective coach must submit in writing to a committee member a one or two paragraph statement verifying their credentials, references and attributes for wanting to coach. A prospective coach must also have no legal matters or unresolved issues that prevent their involvement with children programs.

 

 SECTION 2 ‑ QUALIFICATIONS

 

All head coaches shall be at least 21 years of age. Coaches must be knowledgeable with the fundamentals of cheerleading and football. Previous football coaching experience is desirable but not mandatory. Developing volunteer coaches is a goal of this association. The association depends on the willingness of the coach to commit to a consistent minimum weekly coaching time period. The coaching commitment includes traveling with the team, preparation for competition special events and regular/post season games. It is mandatory that all coaches complete the National Youth Sports Coaches Association (NYSCA) certification class. In addition, at least one member of each coaching staff must be the holder of a current Red Cross Certificate in community CPR and First Aid or its equivalent.

All assistant coach must at least 18 years of age or a high school graduate. Coach trainees must be a minimum of 15 years of age. All assistant coaches and coach trainees are subject to approval by the Operating Committee.

  

SECTION 3. ‑ CONDUCT

 

Coaches must conduct themselves in a professional manner on and off the field.  Smoking or the use of any alcoholic beverages or tobacco products is not permitted in the presence of the players or cheerleaders. Coaches will never verbally or physically abuse a player, cheerleaders, opposing coach, referees, or parents at any time. The committee at which time disciplinary action may be taken will review any occurrence of this type of conduct. This action can include suspension from game and practice(s), as well as the removal of the coach from the team or association.

  

ARTICLE VI

 PLAYERS & CHEERLEADERS

 

SECTION 1 ‑ PLAYER COMMITMENT TO THE TEAM

 

Team members are expected to show up for all practices and games on time. Cheerleaders and football players are committed for one playing season. Players are expected to give total participation at all time at practices and games. Players must be prepared to play with the proper dress and equipment. Horseplay, gabbing, etc. during practice will not be tolerated. Players must show respect at all times, to the coaches, referees, and other players on both their own team and other teams. No matter the skill level, no matter the personal relationships, all players on the same team must work together for the success of each team. Coaches will report to the Head of Football Operation any particulars of any issues, matters or situations that disrupts coaching periods. This includes, but is not limited to parental concerns or disciplinary problems that exceed a coach's ability to resolve in a short time period.

 

 

ARTICLE VII

 TEAMS/REGISTRATION/SEASON/POST SEASON PLAY/PLAYOFFS

 

SECTION 1 ‑ TEAMS

 

 The number of teams playing under the Football & Cheering Associations name is dependent on the following:

 1. The number of returning kids,

2. The availability of coaches,

3. The number of kids registered by the end of the registration period and

4. The team has enough kids to adequately fill a roster for eligibility.

 

Unless otherwise specified returning players return to their previous seasonal teams as veterans. Also, siblings are assigned to the same teams when playing the same division. The allotment of kids to teams and number of player per team is governed by Virginia American Youth Football rules and guidelines.

  

SECTION 2 ‑ REGISTRATION

 

The board shall formulate the registration process for cheerleaders and football players. The process is formatted in conjunction with the guidelines and requirements set forth by the Virginia American Youth Football program. Players are not allowed to transfer between established teams during the seasonal year unless approved by the committee. In addition, the association controls registration and team rosters.                       

Requirements for registering a cheerleader or football player:

 1. A parent or certified guardian present

2. A DMV photo ID card

3. A scholastic form

4. A current year physical medical examination by before starting tackle practice

5. The child must be present for tackle football and cheering for weighing or measurement

6. A photocopy of the current year, June report card

7. The required registration fee

 

SECTION 3 ‑ SEASON & GAMES

  

The regular season schedule of the VAYFA coincides with the National American Youth Football season schedule. There is only one playing season during the year; each year begins August 1st and ends during the month of November or December. There are approximately 8 regular season games and an annual VAYFA cheering competition, which our cheering squads may compete or participate. All games are played on Saturday with make up games during the week. Regular season standings will determine if our tackle teams can attend post‑season bowl games or playoff opportunities. Also, in the future, when develop and program our flag teams will participate in an annual flag Jamboree. In addition, the board shall determine all activities or advancements of team registered under NVYFL‑PWM, Inc. shall adhere to all official rules set forth by the Virginia American Youth Football program.

 

ARTICLE VIII

COMPLAINTS

 

SECTION I – COMPLAINTS

 

Coaches' complaints about other coaches should be worked out among the team; if they cannot be reasonably worked out with the coach at the team level, it shall be addressed to the Operations Committee in conference or in writing. The coach or coaches will have an opportunity to respond and/ or defend him/her self‑prior to any decision. The Secretary will document any decision made by the Committee and shall follow‑up any complaint with a letter to the persons bring forth the complaint and the coach or coaches in question. The letter will address any actions taken or decisions made by the Committee. The Committee will review the complaint and act accordingly. A committee member may receive any other complaints, however, the Operating Committee must endorse them, so the compliant may be reviewed and acted on accordingly.

  

ARTICLE IX

 MISCELLANEOUS ITEM

 

SECTION I ‑ PARENTAL RESPONSIBILITIES

 

Parents will make every effort to get their players to the games and practices on time. Parents will conduct themselves properly on the sidelines. Calling out encouragement and praise is appropriate and desirable, even in defeat. Parents are to show positive reinforcement Shouting out coaching instructions or coaching from the sideline will not be tolerated. Only the coaches are allowed to do any coaching during a practice or game. The verbal abuse (horrific Language, etc.) of coaches, youth participates, and board members can result in the removal of your child or children from our program indefinitely Parents are expected to volunteer when needed throughout the season. Each coach will carefully seek a "Team Parent" to support him/her in coordinating the necessary administrative functions required to successfully operate a team. In addition when teams assemble to compete or participate in staged events, parents are not allowed to get in the way of the playing fields or activity area. This is unless a coach signals for the parent or guardian. Essentially it will interfere with the coaching staff in charge. 

 

SECTION 2 – SPONSORSHIP

  

The Associations Board of Directors shall seek viable sponsorship and develop fundraiser programs to fund and operate our organization. Only the Board of Directors can approve or accept formal contributions. This Association shall follow the guidelines of the American Youth Football Little Scholars program, State, Local and Federal laws for operating as a proficient non‑profit organization.

 

 SECTION 3 ‑ REMOVAL OF OFFICE

 

All administrative official and coaches may be at any time release from his/her duty by the Head of Football Operations or the Operating Committee at any time. This will insure that the values and goals of is Associations will be accomplished effectively. At any time during the tenure of this Association the Head of Football Operations may extend the rights of removal from offices to the Operation Committee and the Administrative Officers. All removal of offices must be documented and filed for further references.

 

SECTION 4 – AMENDMENTS TO THE BY-LAWS

 

At any scheduled committee meeting, quorum of the committee may adopt a change or add to these by‑laws. At the annual meeting all approved amendments will be incorporated into the bylaws as necessary. All parents/guardians will be encouraged to review this official document and its pertinent sections will be acknowledged during our registrations. The board shall make available copies of these by‑laws at all times at our administration location.

 

SECTION 5 ‑ COACHES

 

AMENDMENT TO SECTION 2 QUALIFICATIONS:

 

1.         To hold a coaching and/or committee position in the league, you must not be affiliated with any other league as a board member nor paying member for the upcoming season If so you are not eligible to coach for one calendar flag or tackle season and then must submit an application to be approved by the operation committee for coaching the following tackle season.  Note: if given a committee and or coaches positions by this association and found affiliated with another league them will be immediately dismissed from committee position.

 

AMENDMENT TO ARTICLE II SECTION 1:

 

1.         To have voting privileges in NVYFL, he/she must be active in the league as either a parent, coach or as a board member for at least two consecutive years
